okay I’m about to sound really stupid but here goes:
you’re a waterbender in a desert with desert-dry air and no visible plant life and you come across another waterbender with combative intent
hypothetically, of course, because what the fuck am I trying to say?
and you rip out your pouch of water and start fighting with them
but the other bender has no water so they try and defend themselves with yours—
BASICALLY
if two benders are both trying to defend themselves by controlling the same body of water, who wins? the strongest?
if one commands it to be frozen and the other liquid, does the water just explode out of confusion or say ‘fuq u I do what I want’?
why did I spend twenty minutes thinking about this?

I think it’s still a matter of who’s stronger, so whoever’s command is stronger is what the water will do. Those are aggressive waterbenders.
